Two potential IFs:

(1) if the US local exchange carriers are allowed to start charging usage rather than a straight flat unlimited use --- this is standard in Europe

(2) if the local cable companies capture more customers for their internet access plans and start making inroads on ISPs like AOL --- currently, they charge about $ 10 to $ 20 above
