I don't have a direct link to a web page but the article is in Interactive Week's November 23 issue on page 12 titled "Click Through Rates In A Slide" by Steven Vonder Haar:

It starts off -

"The Internet has created a new endangered species: the Web viewer who actually clicks on banner ads."

". . . The slide means that, on average, about one in every 200 banner ads draws a click. That's down from one click for every 100 banners displayed in the spring, and one for every 50 banners at the beginning of 1997."

There is a graph that shows a fairly steady slide in click throughs with the exception of a sharp spike in August.
