Depends on how you define "target." I define it as a prosecutor investigating a suspect with the intent of eventually finding something that he can nail the suspect with -- what in other circumstances might be called "fishing." I don't believe that has been done since or even during Watergate -- the special prosecutors have had limited agenda. Starr set himself up as a kind of fourth branch of the government, where any claim against Clinton could get an airing.

As to your quibble about democracy versus republic, give me a break. In either case, the voters are still supposed to have ultimate power.
