Looking at the graph you cited, three years out of the last 8 fit the pattern you describe, 1992, 1996, and 1998. In 1993 the stock continued to rise until March. In 1991 and 1997 the stock continued to rise until April. In 1994 it rose until May, and in 1995 it rose until October. Thus I see only limited support for your theory that the stock falls routinely "after a Jan rally". I do see strong support for a theory that MU usually rises in January, though, as it rose in all 8 years, though the rally in 1996 was very limited.
