I agree that it's a non-issue in the big picture.

Just one small point: It's a current asset (cash) and a current liability (unredeemed purchase cards). On a current P&L basis, it's a net expense (credit card discount fees plus transactional costs). It doesn't affect the revenue side until it's utilized.

And, for those thinking there will be a windfall on cards never redeemed - forget it. All funds for unredeemed cards will eventually have to be turned over to the state in which it was purchased under their respective Escheats laws.
