Think of ETSI as an equipment vendors' cooperative, with your voting power dictated by the amount of revenue that your company generates on the European continent. From this vantage, ETSI is more or less dominated by Ericsson...so its partisanship should surprise nobody.

Both the ITU and ARIB apparently recognize that QC's IPR is fundamental to mobile CDMA in general and W-CDMA in particular. Their decision to approve or disapprove the standard recognizes that it makes little sense to sanction a standard that will immediately embroil its participants in patent litigation. There is a feedback loop between the ITU and DoCoMo because I belive the latter needs an ITU specification before it can acquire additional spectrum from the Japanese Ministry of Posts and Telephony. But Qualcomm's true protection will derive from its legal patent position above and beyond the actions of any sanctioning organization. You need to separate political, governmental and legal entities in your thinking.
