$.25 is between the $.23 to $.27 spread. Someone had a $.25 sell in and you got to buy it. Your broker just found some one in between is all. It sounds like that persons broker only takes '32nds' and the closest was $.25. The next '32nd' would be at $.2813.
Schwaub is in 64ths and if called would go to exact 'penneys' if you want it revised after a computer entry. Suretrade is in '32nds' and wouldn't change the price to a whole or part penny for all the cash in the trade.
