Humble thanks, Jeff, as PINC stated in the e-mail reproduced in #reply-6169696 :

. . . we can not touch another manufacturer's software. That is illegal. All we can do is provide a data base of manufacturer's phone numbers for a person to call if he has a problem.

So, to restate the obvious, seems only Microsoft can fix Microsoft y2k problems, and give away the fix for free, or for a nominal fee. And since the vast majority of the PC y2k problems are Microsoft related, well, we all get the picture.
