i answered some of these questions in previous post. options are primarily specialist oriented rather than market makers. Five exchanges in the us trade options: cboe, philadelphia, pacific, amex, and nyse. occ assigns options contracts to the various exchanges. most only trade on one exchange. however some are multiple listed as in mu. see mu on cboe site. you will see quotes that have like &p for pacific exchange, etc.

the assignment to an exchange is a political/economic process like choosing cities for olympics. i.e. who has the resources, etc. specialist firms are assigned as in nyse. these positions are bought and sold.
