I am guessing that the gigawatts refers to the amount of electricity which will be produced by the combustion of AquaFuel. That is the only way it would make sense, I think. Isn't a watt a measure of electrical energy? I think that a PR will be out soon clarifying this. The legalese in SEC documents is always a bit confusing.

Just got this from the actual contract available on free edgar:

Clearly there are some steps to be taken before full on AquaFuel/electrical production begins. But it is highly encouraging IMO that both TOUP and the US are willing to make such a strong committment. Both must have good reason to believe this will be successful.
