I have to admit that I work in a large Internet operation and we do have details showing that once connected, lower income and elderly individuals become heavy consumers of Internet services because it is an "all you can eat" monthly fee.

The problem is that these households have to be able to afford the machine. Now that there are many sub-$1000 machines (I have seen some new machines for $599 with modems and monitors) more and more mainstream and lower income families are coming online. Also, the #1 reason that consumers are now giving for buying boxes is "to get online."
