  I've followed this company for awhile and I thought the technology sounded pretty good, but this is the first news release that lets me believe they found a good application (and a CONTRACT) to do something with it. 
  What is aquafuel? According to TOUP..its a clean, efficient way of producing electricity through the use of water.  There are no emmissions.
  Here are their other products and technologies:

  But why today?
  There is a new news release put out by TOUP this morning whereas they are building powerplants which uses the aquafuel technology.
  Just this project alone could mean $1.44 BILLION (or $72 million per year).
  Outstanding shares is currently around 11 million
  And these monetary figures are for just plants built in the Dominican Republic..I can see this expanding to other countries as well.

  Toups Technology & Dominican Republic Electric Utility To Construct First AquaFuel(TM) Electric Power Facility
  Initial Purchase Commitments Exceed $1.44 Billion Over 20 Years
  LARGO, Fla., Jan. 4 /PRNewswire/ -- Toups Technology Licensing, Inc. (OTC Bulletin Board: TOUP - news; ''TTL'') announced that it has entered a joint venture with Compania de Luz y Fuerza de las Terrenas to construct and operate AquaFuelâ„¢ production plants and AquaFuel electric power generation facilities in the Dominican Republic. 
  According to independent analysis, TTL's AquaFuel is a reliable alternative to fossil fuels, and produces no harmful emissions. It is readily produced from a patented process involving the electric discharge of carbon arcs in water. AquaFuel is the only known fuel that returns 7-13% oxygen to the air upon combustion. 
  Luz y Fuerza, headquartered in Santo Domingo, Dominican Republic, is a consortium of entities organized to privatize the delivery of electric power throughout the country. It is the Dominican Republic's only non-government electric utility, operating several power generation facilities and its own transmission lines that carry electricity to four major urban areas. 
  According to the utility, this consortium represents an effort by the government to resolve the growing electric power shortfall of more than 500 megawatts annually, which results in regular power-outages, as well as the unavailability of power in many areas. Dominican residents and businesses typically pay $0.8-$0.25 per kilowatt-hour, as compared to $0.02-$0.14 in the United States. 
  The first Dominican AquaFuel production plant will be built according to a 15-month feasibility and development schedule. Design and engineering has begun, and a commercial-size generator is scheduled for installation by May 1999. It will be designed to generate at least 4,000 cubic feet of AquaFuel per hour on a continual basis using modified electric arc furnace technology. It will fuel one or more natural gas-converted diesel electric generators capable of providing approximately one megawatt of electricity -- or enough energy sufficient for a small city in the Dominican Republic. 
  Anticipating the installation of a number of AquaFuel power plants, Luz y Fuerza has already arranged for the purchase of a minimum of 1.653 gigawatts of AquaFuel electric power over a twenty-year period, or about 10% of the country's present power requirements. The utility estimates that this initial commitment alone could generate revenues of more than $1.44 billion to the joint venture or an average of $72 million annually. 
  In addition to the sale of electric power, the utility has provided for the sale of distilled water that is produced by AquaFuel generation and for application of the AquaFuel production process in the reclamation of contaminated wastewater. 
  Other auxiliary revenue streams are being considered, including the sale of potable water, hot water and steam. (According to a noted independent researcher, ''when primary applications such as recycling are included, and AquaFuel is produced as a byproduct, AquaFuel can be considered to be produced free of any cost.'') 
  AquaFuel may also be sold in the Dominican Republic for other commercial applications, including as a fuel for the operation of motor vehicles, a substitute for acetylene, and for cooking. 
  In an effort to preserve the island country's forests, the government of the Dominican Republic subsidizes 80% of the cost of propane used for cooking or more than $380 million per year. The country also imports more than $1 billion of crude oil annually. Dominican government and economic leaders have voiced their support for the rapid commercialization of AquaFuel. 
  The joint venture will be formed as a Dominican company under the title of AquaFuel-Dominicana (''AFD''), and owned 51% by the Luz y Fuerza consortium and 49% by TTL (TTL's position is non-dilutive). Upon successful construction and initial operation of the first AquaFuel facility, AFD will receive exclusive rights for the commercialization of AquaFuel throughout the Dominican Republic, Caribbean, Central and South America. 
  For its part, TTL will provide the proprietary AquaFuel production technology, and contribute personnel needed to complete the engineering analysis, feasibility studies, plant design and construction. Luz y Fuerza will supply funding, equipment and personnel, and assist in all areas related to design and construction.

  Look at a chart and it has a relatively sturdy technical base at $2.00
  So I believe downside is limited.
