Janice My Darling, Anyone having a clue about how the NASD works, understands their rules nearly always work to their advantage. There must be at least a million gray areas that are open to interpretation by regulators. As with most humans, we don't interpret gray areas exactly the same. Many times the SEC will interpret the rule the same as the securities dealer, but the NASD will not and they will fine the dealer. It's a power game and when it comes to dealing with BDs, regulators in the securities industry hold ALL the power. Ask any BD.
