You've got a great idea. I thought about this too but it wasn't obvious on how to reverse the PS fan whereas the case fan is a snap. I'll put a little more effort into it and figure it out I'm sure. If I knew which two wires on the harness corresponded to the fan maybe I could reverse these and effect the change in direction. But I think you have the right idea and probably accounts for the difference although there does seem to be two schools of thought about which way the PS fan blows-whether in or out. In-supposedly better cooling of the CPU/MB even if the air is already somewhat warmed by coming through the PS first. Out-fresh cool outside air drawn in and up and out taking advantage of both convection and air flow. I would also think dust accumulation/distribution would be less in this configuration since the dust would come in from the bottom and tend to settle on the bottom of the case instead of collecting first on the M/B, etc.
