It's obvious Edison has not renewed for a bigger 1999 contract. They were supposed to file with CA PUC in mid-November 1998, with approval by end 1998.

If Edison had renewed by now for, say, $4M+, we would have heard by now, because this would be very good news.

I suspect "near term" means "one quarter". Now, I doubt they'll get new financing from current lender, and will have trouble with new lenders. I also doubt Edison will happen before 99Q2.

Therefore, things look bad. Time to step to the sidelines and see what happens.
