Mike,

What is odd, is that so many station owners waited until the very last minute. In Santa Barbara County, gas stations and car repair facilities have been pulling tanks at least as far back as 1984, when the state insisted that below ground waste oil storage tanks had to be tested for potential leakage and removed, and the soil remediated. Love that word. We did it.

I have been surprised to learn that it was not done statewide.
