Actually, that was the Democratic Congress each time. The last Democrat proposal in 1994 was to raise the FICA tax to 22% advanced by Mitchell and Rostenkowski. Blame the corrupt financial fiascos where it belongs. The Democrats. Fully 70-80% of the budget is their mess.
That's why they keep trying to raise taxes since their own spending is crowded out by the entitlement cookie monster.
