Sounds similar but needs to be exact when dealing with terminology.
When talking about networking, Service Providers typically provide WAN connectivity services, such as leased lines, Frame Relay and ATM. For example ATT's Interspan FR network and MCI WorldCom ATM network. Internet traffic may be supported on these networks, but the Internet Protocol is trasparent to the network.
ISPs on the other hand provide Internet Connectivity Services. For example, AOL.
Note that SPs may also provide ISPs type service on part of their network which requires support for Internet Protocol (IP). The products that commonly deployed for IP support are Routers such as CSCO 7500/12000. The startups that were mentioned compete with CSCO in this ISP market segment.

In GBit, FORE (using Berekely switches) can be seen as one of the startups that compete head-to-head with CSCO.
