It's the company that hires him and provides the info to him on which he is to base his writeup. They check the piece over, make changes and finally approve it prior to release. Metals puts this disclaimer:

Again, I think you're shooting the messenger in this instance. It's management that is the perpetrator of any lies or deliberate attempts to mislead investors, not Metals IMO.
