The card you mention would be like a Mini-PromoCard. Two selections with the activation of the Card. This card would have multiple additional functions beyond the PromoCard.

Due to the lower purchase cost to a corporation per unit, it can be used on lower per purchase items such as candy, toys, cereal, and many others. It can also have an advertising function as magazine inserts, mailers, promotional giveaways, etc.

For the cost of around a quarter you reach the hand and eyes of a potential customer who, if activates, then gets 2 CDs at discount prices, which CCI makes it's profit on, and the opportunity to purchase a MusicCard.

Great minds think alike. I just sent this same idea off to some people by Email.

We had a successful card promotion with this very idea about 7 years ago, we run it for about 8 months.

...................

The reason it stopped was because of new management took over the company and made a lot of changes, since then they have requested an number of ex-management team return as consultants for the company as they have a less than successful marketing / advertising plan.

They made a lot of silly changes, maybe this was one of them ? I do not work with the company any longer.
