I agree with your observations. But I believe that mutual funds can buy BB stocks. There will probably be resrictions on those bb stocks that have certain low capitalizations or certain share prices and lower. basically speculative stocks.
A fallacy in our understanding of bb stocks is that they are all scam or penny stocks. Ther are many very legitimate comapnies that trade on the bb. I prsently follow a few and they are listed here for your review.
I think we might see the bb hold tsig up a bit but hopefully not for the long run.
