I'll take this point by point:

The first issue is if they did indeed lie under oath. To me that does include giving misleading or evasive testimony. Assuming that they did, should:

1) they stay in office Absolutely not.

2) they resign This would be the honorable thing to do.

3) some sort of charges filed (not sure if that is possible). This is IMO a worse choice than their resignation, but if necessary, should be done. And yes, it is possible. Any public official can be impeached.

As I've said before, there are plenty of people in this country who could not be tarnished no matter how much anyone were to dig into their past, and I would not be at all concerned if they were the only ones who could legitimately expect to hold elected office. And again, this is solely based on legal and ethical standards, not moral ones.
