I think that that may be happening but I am researching. I honestly do not know what the facts are here. I raised the question with MB and he didn't know. There is significant information/disinformation conflict going on in this area.

It makes sense to me that there will be huge costs in building internet2 or internet-n to be what we really want. I would guess that some part of this debate about who bears the cost is real. I just haven't seen a truly credible source on the issue.

FWIW, if you've a mind to, you can access the FCC web site, they are required to make all decisions publicly after a lengthy process which involves public comment, and they will send you their publications via email if you are willing:
