In our example, total users for CDMA are 880,000 and for GSM 390,000 at peak loading.

I guess the question is the present load. If a typical load for AT&T cell is let's say 100,000 minutes, they have more than enough room to expand, and their one-rate plan was right on the money.

And if peak capacity is the problem, they can target consumers, instead of business.
