Emilio,

MSO = Multiple System Operator, a Cable TV operating entity with multiple cable systems under its ownership [even if partially] and control, like TCI, Cox, Comcast, etc.

IP = Internet Protocol, the means by which information is packaged, routed and managed over internetworks.
