I was told by an employee of CitySearch.com that the wait to get a site reviewed by Yahoo was "several months".

Because they aren't. Everyone knows that. They have a directory of sites reviewed by employees of Yahoo, period. If they have not reviewed the site, it will not be there. This is opposed to a true search engine, which retrieves relevant "hits" from every site on the www that has been "crawled" by a spyderbot from that search engine (automatic process upon request by your site).
