The only one I know that doesnt penalize you for trades over 5000 shares is NDB.

I use Explorer 4.0 with WebStreet and I'm very happy. Webstreet will let you put in a penny order in pennies, (.03,.06,.18, etc) where some other brokers make you use fractions. Their program lets me trade easily in multiple accounts and switch back and forth.

Two problems I've found with WS:
1) the program can't access much in the way of warrants
2) sometimes an order disappears after entry, and I can't confirm execution for a few minutes.

But I play it safe, and I also use other brokers.
