As you must know, all of Iraq is available to inspection, not just what Sadamm wants the UN to see. Up until that time there had been continuous and as Ritter says "predictable" resistance to viewing almost every site. Every excuse in the book was used to delay, defer, go through channels, hold up, and literally refuse inspection teams. Just previous to that our bombers were in flight to bomb when they were called off at the last minute when Sadamm gave in.

Had Ritter been better at his job in the first place, been more effective at getting inside sites that were refused him perhaps the bombings wouldn't have happened.

The Russians and French have big money deals with Iraq and won't visibly support bombings. However, if you read the French news you'll find that the French Air Force provided the low altitude recon over Iraq for the bombings.
