I'm not familiar with IBD's ranking scheme. Are sectors placed in the ranking based on expected, or recent peformance, or what?

Any news out today regarding the sector or is AMAT moving in sympathy with the NAZ? It'll only take a couple of these kind of days to have a fantastic '99:-))
