There was an alternate plan last year that funded the elderly poor for 4% . The rest of the 12% would be placed in private, personal account with a menu of mutual funds choices.

The people that yelled loudest were the federal government. They've been raising the taxes so they could steal it for social spending in the general budget. The others were the various groups that wanted funding in the disability program in SS. There's much fraud in that area, and exploded in growth much beyond the number of beneficiaries that the plan sponsors expected.
