John Kaiser, making his recommendations for 1999 in the Dec. 11, 1998 Bottom-Fishing Report, says northern Canadian beryllium play Highwood resources is a buy at 62 cents. Mr. Kaiser recommended the stock in December 1997 at 70 cents and twice in April 1998 at 75 and 65 cents. The letter writer says John Smrke has spent 18 months overcoming bureaucratic hurdles in the Northwest Territories simply to get a water licence to extract a 100,000-tonne bulk sample at Thor Lake. A scrappy Mr. Kaiser complains Highwood is being asked to make “payoffs” to native groups before the project goes ahead, and the government is too cowardly to say no. March appears to be a critical deadline on gaining the permit; otherwise, it could be another year of waiting. Still, according to Mr. Kaiser, with Highwood enjoying $10.2-million in revenues from other projects, “at current prices the downside is limited.”
