I think Linus Torvalds already did the IA 32 bit - about 8 years ago.

He WROTE the original LINUX ! For an Intel 80386 !

As for IA64 - I would imagine that Intel has made sure that Red Hat and Caldera, etc all have Merced documentation to assist them in an IA64 port.
