This probably means they're stopping the return of the test messages used by ping and traceroute at their firewall (or their next higher provider is doing it).

This might be done because (1) they're concerned about these non-data packets loading their network, (2) they're concerned that corrupted packets could crash networking stacks (this kind of attack was used to screw up SI a while back, until SI obtained a patch against it), or (3) they don't think you need to know.

It's not unreasonable to ask, and see what you get. If they don't answer "Are you blocking traceroute?", the technical version of the question is "Are you blocking ICMP time-exceeded messages?" which is the technical name of the messages used by traceroute. You may have to have the first-level support people go ask the people who actually run the network.

They may allow you to originate ping and traceroutes from a utility running on one of their servers so they can exercise more control.

Whatever the case, I'd be interested in their response and reasoning.
