Award should be modelled after a stock certificate

This would be suitable for framing and the winner's (scammer, stock, hypster, etc.) name could be put on it. One copy goes to the person who sent in the winning nomination and one can go to the "winner", provided they aren't in jail or hiding in a third=world country.

If we could find a museum, a third set can be put on display as a sort of "wall of shame".

I tried to stay away from real scammy ones this year, but CSLX is a contender and GIFS could have been a winner in 1997 if this had been around then.
