The lower recommendation on LVLT reflects perceived technology risk in that stock, but that aside, I think what keeps LVLT going is the belief that there's a correspondingly greater reward for LVLT than for QWST -- i.e. qwst is safer in the short term since they're doing both circuit-switching (cash in the bank) and packet for the future, but lvlt can hit a homerun if their efforts to develop a more efficient end-to-end network optimized for pure IP succeed in yielding a substantially lower cost model.

The question in my mind is how much more efficient/lower cost can lvlt be than qwst and others if they are the first to go pure-IP and if some of the things they're counting on (e.g. QoS for IP without ATM overhead) materialize? I don't have that level of technical understanding and would welcome any opinions.
