No hmmm bout it, IMHO. Especially when you consider that Ramadan wasn't a consideration (the joint Syrian/Egyptian attack on Israel in 1973 was launched during Ramadan, no cessation of hostilities occurred during Ramadan in the Iraq/Iran conflict of the early 1980s, and there's reportedly no Koranic stricture attached to waging war during Ramadan). That leaves only one consideration...impeachment.

Ritter is certainly P.O'd at being dumped as inspector
(probably essentially because he was too confrontational, and
the admin wanted a mellower approach). Ritter is a shoot from the hip kind of guy....
Doesn't mean he's not
right, but he probably has a rock on his shoulder against
his replacement, Butler... Clinton was already publicly committed
to action if the inspectors reported Iraq not letting them do their
job again...

This is old news, Ritter was saying it the day after the bombing started.
