Steve, I think the Brazilian government makes up the rules as they go along... You are right, this sure is a "curious" day... with all that is floating around today, it would have not been surprising to see Bovespa/telebabies down...

You were scratching your head trying to understand the sudden change.

My sense is that this is talk- nothing more- confidence building. Note the the references to what happens if they don't have a quorum. These guys are not even sure if they have a quorum or when a quorum will exist.

At the same time though, I agree with you that the will pull the rabbit out of the hat by the time this session is over.
