Yes, Absolutely. The PRESIDENT ALONE now has the power to, in effect, "almost declare WAR" without Congressional approval. Several Adminitrations back this new power was granted, de facto to the White House - over Congress' objections. In a fast paced world SPEED is sometimes necessary and going into a congressional debate over bombing aspirn factories and a few innocent families nearby would, if bin Ladin was there, been enough time for him to escape, FOR EXAMPLE.

I believe that we must vest this absolute power to the man in the White House. This is the man with his hand on "the Red Button." It is a POWERFUL position, a NEEDED power for our President. At least with Mr. "environment first" Gore we can be assured that there'd be no bombings which would destroy and kill everytime a scandal needs averting.
