When cable started becoming a big thing up here in New England in the '80s and the cable companies divided up the territory into non-competative zones [unlike in PA, where people have choices], a number of co-cable zones emerged. Springfield, MA was one and the mayor got so angry he decided the town was going to go into the cable business. He slapped a one-time tax on everyone and bingo! everyone in Springfield could get cable.

I read this in the Providence Journal so I don't know if the town still acts as cable service provider or if they sold-out to Cox. One thing I do know is that people up here have more resentment towards cable companies than in other places I have been.
