For that You got to ask Lucent.
I can only speculate.
It did not fit with their business model.
They had trouble getting access from local telephone to economically send the signal.
Comverge solve this problem they have a deal with GTE Bell Atlantic cellular and AT&T see their press releases.

So they got everything ready.
They are waiting for utilities to make that big leap corporate decisin to go haead with meter reading.

PSE& G owns part of Comverge. So they got a stake in it.

TVA got a pilot going and they have expanded that pilot.

Eventually this will get contracts.

MCI SPRINT Internet portals all had a slow upstart.

Utilities are even slower.
They are forced to move into market capitalisme by law. Deregulation.
They do not as of yet have that management culture of moving ahead .
As oppose to move when they must.

So If you ask when that move will be.
Got to get that answer from those that follow electrical utility deregulation. That varies from state to state . I did post in the past number of web site where info was available.
I expect things to get rolling in the second Q 99. As PN then NJ and eventually NY move on.

Of note is That Chuck Schumer Senator From NY is pro utility deregulation.
