No. some pekanese are dogs. -g- As in the case of this person...it seems the american public is having a tough time understanding that the President of the United States and Yale Law School grad is not supposed to lie under oath, and that the subject matter of the lie is irrelevant in the eyes of the law. And a Congress full of attorneys and a Supreme Court justice is going to have a tough time with this. But I think the public school system doesn't teach "civics" anymore. :-(
