I think you might be a bit confused here. CIBC was saying that APPLE had hoped for 570,000 - 700,000 units to be shipped, but that the actual number turned out to be 522,000 - i.e. Apple didn'y really meet its own shipment goals.

When were these "goals" ennunciated? During the last conference call? I don't seem to remember them, but a lot has transpired and I cannot remember everything.

Actually, I beg to differ. The PR said the following,

"iMac product cycle appears to be behind the company; shipped
522,000 units in December quarter, below firm's estimate of 570,000
unit shipment and more aggressive estimates of 700,000;"

They refer to Apple as "the company," and CIBC as "the firm." Therefore, it was CIBC who estimated between 570,000-700,000 iMacs shipped from AAPL in Q1.
