The riddle was given by the Sphinx: "What goes on four feet, on two feet, and three, but the more feet it goes on the weaker it be?" Oedipus solved the riddle answering it was a man who as an infant crawls on all fours, in manhood walks on two feet, and in old age requires a cane. Our riddle is a different one and includes, as you said, ordinary men, "lemmings" and their herd (heard) mentality. We will not see you drown in a sea of paper I am sure.
