Actually, CBOE data is available from June 1995 only. For all you know this number, could be the lowest ever.

Mike, the last time P/C ratio was below 0.5 for a while was in 1989.

Even in 1994's stealth bear it didn't go below 0.6 for long.

The current chart is a suspect as it just shows a minor breach of 0.5 level in Jan 1999, which I know is not the case. In December it breached 0.5 for two days (as far as I can remember) and in January at least there are 5 days in which it was near 0.42.
