In all fairness, the Actis research and development came out well after MUSE was approved for use.

Astra doesn't need to have formal Actis approval to tell doctors to have MUSE patients use a penile band before using the drug.

Hell, even a cut thick rubber band and a small pair of hemostats would do the trick.

Recommendations by drug reps beyond what is formally approved occurs all the time in the industry. In fact much of the tips they get come from the doctors themselves who figure out new things when using new drugs while practicing.
