Actually we are both right. I checked it in real time with Steve Goldman of Yamner on SKYM a while ago. Remember that on the NAS they don'thave to keep the bid/ask up for long - they can show it and then take it away. Sort of like advertising intent to see what interest there is. The Level II window will show the current buyers and sellers, and which mm is on which side of the trade (and they can flip that). Even thogh the SEC can now monitor the phone calls between the mm's (because, surprise, surprise, they determined they were colluding to keep spreads artificially wide), they can still call one another to make trades. So although you are only seeing the largest STILL DISPLAYED bid/ask, it is still the largest and not the last.
