Kennard outlines 1999 priorities

WASHINGTON—Federal Communications Commission Chairman
William Kennard today said top priorities in 1999 include promoting
competition, deregulating as competition develops, protecting consumers,
ensuring broad access to communications services and technology,
fostering innovation and advancing competitive goals worldwide.

It was the first press conference of the year at the FCC's new
headquarters at the Portals. The FCC's first open meeting is Jan. 28.

The FCC has been under pressure from the wireless telecom industry to
further deregulate as competition intensifies and also is under fire from
Congress to streamline itself.

Kennard said he will consider relaxing rules in competitive markets. In
addition, the nation's top telecom regulator promises to reform the agency.

‘‘The top-down, command and control, regulatory model of the Industrial
Age is as out of place in the new economy as the rotary telephone,''
Kennard said.
