Yes, I know what you mean...it then says they were on their way to headquarters. I find that part confusing too. Either way though, I don't like it at all.

The clip that I cut and paste giving the details is from the following Reuters Interational site: cgi.pathfinder.com

The trouble with this site is that the news is scrolling and I haven't found out how to retrieve articles that have already scrolled by. The clip I put in was from the 2nd article I saw today. The first one was more detailed....but again, I don't know how to retrieve it. Maybe someone else can help here.
