I believe you hit the nail on the head. The smaller feature size version is also referred to as the 0.22 process, and I believe even the K6-2 is already using it above 350 MHz at first, and now 100%.

Kash, maybe AMD followed Yousef's advice of developing a RevB FET to achieve
higher frequencies ?? However Kash, I still question the reliability
of a 170nm FET at 2.2V ... This is why I believe these are Leff numbers.
