A quick look at the patent indicates that it might be part of the on-chip clock generation circuitry. It is very important that the chip's internal clock be exactly in phase with the external clock. This requires a phase locked loop on the chip. Because of the very high clock speeds used in RDRam the accuracy of the phasing of these two clocks is very critical. The patent describes a charge pump circuit (which is commonly used in PLLs) with low phase error.

They probably patented the circuit they are using in the RDRams so they can protect their intellectual property.
